This route builds the connecting line of total extension 12.7 kilos from Sotetsu Main Line Nishiya Station to Tokyu Toyoko Line, Meguro Line Hiyoshi Station, and Hazawa (the neighborhood of JR Tokaido goods line Hazawa, Yokohama Station), Shin-Yokohama, each station of new Tsunashima (the neighborhood of Tokyu Toyoko Line Tsunashima Station) are established as a way station (each new planned station name names it tentatively).
I am going to perform mutual extension operation with Tokyu Line each at JR Line, Hiyoshi Station at Hazawa Station via this route from the various quarters of Sotetsu Main Line and Izumino Line. It is said with "a Sotetsu, Tokyu direct communication line" in the latter "a Sotetsu, JR direct communication line" in the former, and "East Kanagawa area line" is comprised by the route of these two (each route name names it tentatively). In addition, it is a route linking the eastern area of Kanagawa, but is labelled as "downtown area direct communication project" in Sotetsu because it is a route running in the downtown area of Tokyo.
Shin-Yokohama Station becomes the connection point of Sotetsu, Tokyu both companies (joint use station), and, in the Nishiya Station area, in Sotetsu, the Hiyoshi Station area, a fare of Tokyu is going to be applied to after the station.
Planned route of the train
The entry of route on the JR side enters the line at Hazawa Station on the way near Tokaido goods line Hazawa, Yokohama Station and does a change line in a track of Yokosuka Line near Tsurumi Station [2]. I trace the route same as Shonan Shinjuku line and go to Shinjuku Station (or the Omiya Station area of Ikebukuro Station and the station beyond) afterwards via Musashi-Kosugi Station, Osaki Station, Shibuya Station. Prospect at the time of the completion

Original plan

Construction of the route
between Futamatagawa - Hiratsuka
When I arrive between Futamatagawa - Hiratsuka, decision していなかったところ Sagami Railway acquires a license, and I hang it in (1999) in 1999 from (1976) in 1976, and the business main constituent is inaugurated as Izumino Line between Futamatagawa - Shonandai. 湘南台 - 平塚間については現在も相鉄が延伸免許を保持しているが、実現する見通しはまだ立っていない。 そのため、本格的な着工に向けた協議は同線内における通過運転実施もしくは本路線完成前後になる予定である。
東京都心・埼玉県方面 - 二俣川間
かつて、運輸政策審議会の第7号答申および第18号答申による「神奈川東部方面線」として、相鉄がいずみ野線を二俣川駅から延伸して新横浜駅までを建設し、東京急行電鉄が大倉山駅方面から新横浜駅まで建設する新線と接続して相互乗り入れを行う計画が持ち上がったが、計画は長らく進まなかった上、バブル崩壊のあおりも受け、計画は事実上停止した状態であったが、21世紀に入り、それが実現に向けて再び動き出した。
相鉄は当初、神奈川東部方面線という計画について、ターミナルである横浜駅の乗客が減少するという致命的な理由を始めとするいくつかの問題点からこの計画に乗り気ではなかった。しかし、少子高齢化による乗客数の減少という将来を見据えて考えを一転させ、東京都心および埼玉県方面への乗り入れに対して意欲的な姿勢をとるようになった。そして、2004年9月、路線の利便性を高めるために横浜駅を経由しないJRとの直通運転計画に踏み切ることになった。
相鉄とJRの計画は、神奈川県や横浜市が計画していた「神奈川東部方面線」に近いものであったが、新横浜駅を経由しないため、新たな計画が実現した場合に期待される効果は、県央部から都心への時間短縮効果のみであった。そのため、県や市は「そのままの計画では効果が薄い」として計画に介入を行った。さらに、この計画が実現すれば横浜駅で相鉄から東横線に乗り換えて東京都心へと向かう乗客をJRに奪われることを危惧した東急が2005年度末頃から計画に参加することになる。その結果、相鉄とJRの直通運転の計画を据え置きつつ、さらにこれを延伸するという形で費用は増えるものの新横浜駅を経由した東急との直通運転も行うということで得られる効果がより多い「神奈川東部方面線」として整備して行くこととなった。運輸政策審議会の答申内容からは若干変わっているが「神奈川県央部と新横浜駅から東京・埼玉方面を乗り換えなしでつなぐ」という目的は変わっていない。
この計画に従って、2006年(平成18年)5月25日に西谷 - 横浜羽沢間については相鉄が単独で、日吉 - 横浜羽沢間については相鉄・東急が共同で、それぞれ国土交通省に都市鉄道等利便増進法に基づく「営業構想」の認定を申請した。また、鉄道・運輸機構も同日に西谷 - 横浜羽沢間および日吉 - 横浜羽沢間の「整備構想」の認定を申請し、同年6月9日に西谷 - 横浜羽沢間が、23日に日吉 - 横浜羽沢間がそれぞれ営業構想および整備構想の認定を受けている。
そして11月21日に西谷 - 横浜羽沢間の速達性向上計画が国土交通大臣に認定され、同日提出された日吉 - 横浜羽沢間の速達性向上計画も2007年(平成19年)4月11日に国土交通大臣に認可された。10月にはまず西側の相鉄・JR連絡線建設についての沿線住民向け事業説明会も開催され、本路線の着工に向けた具体的な計画が進行、相鉄・JR直通線について2009年度中の着工を目指すと発表された。なお、前述したが相鉄・JR直通線は2009年(平成21年)10月20日に国土交通省から工事施工認可を受けている。さらに相鉄・東急直通線の綱島駅については、同駅東側にある綱島街道の真下に新綱島駅を設置する計画に変更した。
西谷駅から横浜羽沢駅付近までの連絡線は、当初2005年に着工して2010年頃に開業する予定とされていたが、前記の通り東急との相互直通運転計画が浮上したこともあり、JRとの相互直通運転は2015年4月を目処に開始することとしていた。しかし、工事の遅れなどを理由に2013年4月23日には鉄道建設・運輸施設整備支援機構が2018年度内の開業に延期すると発表[9]、さらに2016年8月26日に2019年度下期への再度の延期を発表した[1]。なお、東急との直通線における開業時期についても2022年度に延期した。
本路線が完成すると、相鉄のターミナル駅である横浜駅を経由しなくても直接、相鉄沿線から東京都心方面へ向かうことができるようになるため、同駅の利用者減少が予想される。そこで、相鉄は横浜駅 - 海老名駅間において特急の導入や、本路線経由・従来の横浜駅経由どちらでも利用可能な定期券の販売などを検討している。
JR東日本は過去に川崎市の貨物線(武蔵野南線)の旅客化構想に多額の追加費用がかかることから難色を示した経緯があった(並走路線として川崎縦貫高速鉄道線が計画されている)が、この計画により貨物線を経由した相鉄との直通を実現させる運びとなった。なお、相鉄・東急直通線の計画は両社ともに公式発表しているが、相鉄・JR直通線の計画については、JR東日本は連絡線の運営主体ではないため、今のところ相鉄側のみが公式発表を行っている(ただしJR東日本が発表した「グループ経営ビジョン2020 -挑む-」12ページ目には相鉄との直通運転を行う旨が僅かながら掲載されている)。
