It is the regulation of the local government with the prevention of drug abuse regulations (やくぶつらんようぼうしじょうれい). I am called the evasion of the law drug prevention regulations.

Summary
A local government prescribes the thing promoting of the measure about the prevention of drug abuse. The big characteristic of these regulations is that a rule to supervise about the evasion of the law drug which I was not able to check exists by the drug-related law of the conventional central government.
I prohibit an offer and the mediation of the place that I know what production, cultivation, sale, the conferment, an advertisement, use, the possession of the purpose of use, a lot of people gather and use unless I appoint a governor designation drug based on scientific grounds originally in a local government and perform it about the governor designation drug for the purpose of being the justice such as scientific study, the examination investigation.

Tottori was the revised regulation, and there was "fear to provide excitement and a hallucination, the intoxication in the same way as a drug and a stimulant, and to give a health hazard" to or "fear that a person took it in and absorbed" other than a cigarette or alcoholic beverages, and, actually, the emergency nationwide first regulation that I was conveyed, and the causation of an intake and the health hazard regulated as a danger drug comprehensively even if an ingredient was not identified about a confirmed drug was established in October, 2014, and a user was established [2].
