Summary of the election system
I explain the summary of the system in the Lower House election.
- A system: Proportional representation
- Fixed-list system。 But the voter can do a choice nice pitching vote by four people out of the candidate listed in the political party list which I chose. In total votes, the candidate with more than 10% is changed to the first place of the ballot. The seat distribution is decided based on a changed ballot.
- The seat distribution is performed by Hagen Bach bishop method.
- The first stage count: Add it up by Hagen Bach bishop method every electoral district; seat distribution
- The second stage count: I collect votes of the each party which was not used at the first stage and add it up in 1 electoral districts of the whole country. And I distribute a remaining seat by the first stage and the same method.
- An electoral district: I divide the whole country into eight electoral districts and distribute 200 seats into the electoral district.
- A check article: It is seat distribution by national count only in a political party with a vote of more than 5%. It is more than 9%, 4 political parties and, for the alliance list by plural political parties, in the case of 2 political parties, raises a check article line with more than 11% more in 7%, 3 political parties.
