Furthermore, the maintenance of the beltway was included to scatter concentration of the traffic to the downtown area in the postwar rapid economic growth period.

"Osaka road maintenance long term project" (rainbow plan 21) for the ten size emission three belt line plan was established in (1987) in 1987, and 7 emission 3 cyclic axial maintenance was included there.
