Chief councilor of state

The chief councilor of state (ぎょしたいふ) was an ancient government official name of China, but has been adopted in Japan in a short term. I was called the vice-minister.

In general, it was said that I inspected the bureaucrat in Director Generals of the Police Department, but, in the Age of Quin and Han, a bureaucrat called the government watchdog put below performed the inspection duties, and the chief councilor of state seemed to control policy making as as vice-prime minister status or the first on the list of the aide of the emperor and, in the government agency to have jurisdiction over, was called a government watchdog prefecture.

When authority, the power of the emperor was strengthened from a view emperor, the times of Wu-di, it was an administrative executive officer, and the authority of the minister who was the bureaucratic best post decreased, and the hue of the honorary post relatively thickened. Therefore a chief councilor of state as the aide to emperor first on the list came to play a role as the prime minister. As a chief councilor of state of this time, 晁錯 and 張湯 are well known.

But this situation does not continue for a long time, and the Chinese administrator whom the aide power of the new emperor of 外戚possesses decides and participates in the center of the politics. They will in this way hold real power of the politics.

It was adopted as a government official name next to the minister in Japan for 1:00 period in the times of the Emperor Tenji, but it was abolished by a revolt of 壬申 when the Oomi Imperial Court collapsed. I am equivalent to a chief councillor of state in the Law Code system after Taiho Codes, but it is said that the element as bureaucrats of the Emperor attendant was included. In addition, I was used as a Chinese-like name of 弾正尹 under the Law Code system.
