Origin

Sumida-ku, Tokyo birth. Turf junior high school, high schoolWaseda UniversityPolitical department of economicsGraduation. After graduation from university, I enter Matsushita politics and economics private supplementary school (the second graduate). I establish Herman enterprise and, after BANDAI, ITOCHU Corporation duty, take office as a representative director. I act as Urayasu junior chamber of commerce director and the Matsushita politics and economics private supplementary school Tokyo office head the other day.

In 1992, I participate in the formation of a party of the Japanese new party by Governor of former Kumamoto, Morihiro Hosokawa and take office as a Secretary Japan new party general manager. With member of the House of Councilors election of Hosokawa, I act as a secretary for member of the Diet. In 1993, I run for the 40th member of the House of Representatives general election by new party official recognition in Japan from four wards of old Chiba and win for the first time. In 1994, I participated in the New Frontier Party formation of a party with the solution party of the Japanese new party, but it was eight wards of Chiba in the 41st member of the House of Representatives general election of 1996 and beat it and lost Yoshitaka Sakurada of the Liberal Democratic Party. After defeat, I leave the New Frontier Party, and it is joined the party by the Democratic Party. In the 42nd member of the House of Representatives general election of 2000, I defeat Sakurada in eight wards of Chiba and return to the government. After Democratic Party joining a political party, I belong to 花斉会 which Yoshihiko Noda of the same Chiba election leads.

Because Kimiaki Matsuzaki elected in proportion South Kanto block alone received official recognition in the general election of previous two times in the 43rd member of the House of Representatives general election of 2003 in eight wards of Chiba, I do transference of a daimyo from one fief to another in 11 wards of Chiba. Was defeated by Eisuke Mori of the LDP in 11 wards of Chiba, but revive by the proportion South Kanto block which performed dual candidacy; three selections. Show up in person in proportion South Kanto block alone in the 44th member of the House of Representatives general election of 2005; four selections.

I ran for the 21st member of the House of Councilors ordinary election by Democratic Party official recognition from the Chiba electoral district although being during member of the House of Representatives holding the post, and, in 2007, the top was elected you in the electoral district of fixed number 3. In addition, with the candidacy to the Upper House election, I fell out of employment in members of the House of Representatives automatically. This was a Nagahama and Representative 第 41.42 times general election, and proportion South Kanto blocking was the saddle substitute in the purpose to cancel the adjustment in eight wards of Chiba that ran into difficulties every time because the ground of Kimiaki Matsuzaki elected alone was all eight wards of Chiba (most of whole Abiko-shi, Kashiwa-shi). The transference to the member of the House of Councilors of the incumbent member of the House of Representatives is extremely exceptional.

In 2009, I am appointed in the Yukio Hatoyama Cabinet by Senior Vice Minister of Health, Labour and Welfare and serve to the Kan Cabinet. In 2011, I am appointed in the Noda Cabinet by a Deputy Chief Cabinet Secretary and serve to the Noda second remodeling cabinet.

The entry into the cabinet first in October, 2012 in Noda third remodeling cabinet as the Minister of the Environment. I combined with Cabinet Office Minister of State for Special Missions (atomic energy disaster prevention), the convergence of the nuclear plant accident and the recurrence prevention charge minister in total. In December of the year, the Democratic Party was soundly beaten in the 46th member of the House of Representatives general election and retired from it with a start of the second Abe Cabinet.

In 2013, I run for the 23rd member of the House of Councilors ordinary election by Democratic Party official recognition from the Chiba electoral district. For the election that I won before last, a headwind for the Democratic Party blew in this Upper House election that was the first large-scale national election after an opposition party fall, and the top was the narrow victory of the last place (the number of votes third place) in the Chiba electoral district.

I was appointed as Democratic Party ethic chairperson with Katsuya Okada picked in January, 2015 by a representative of Democratic Party [1].
