The undersea tunnel where Soya Tunnel (I name a tunnel tentatively as soon as it goes) may be built in the future between Hokkaido and Sakhalin (the Japanese name: Karafuto as follows Sakhalin and notation).

The name the 稚泊 tunnel (ちはく tunnel) may be used. As a name of the Seikan Tunnel was adopted by the Seikan ferry which links Hakodate to Aomori, this is a name to be associated with 稚泊連絡船 traveled between Wakkanai of Hokkaido and Odomari of Karafuto. In addition, it is expressed Japan and Russia tunnel (にちろ tunnel) with the Hokkaido extension of the Trans-Siberian Railroad again because I bind Japan and Russia together.

It is the plan that wants to tie a railway network to the Russia mainland at an undersea tunnel or a bridge in a most narrow part of the Mamiya Strait, but, for a Russian side, high government official and the person concerned with Sakhalin promote this plan positively at the Prime Minister Putin beginning saying that they do not pull it against each other only in Sakhalin and traffic demand only for the Russia mainland economically.
Overheads
According to the investigation and the test calculation of the specialist in Kremlin, 2,500 million dollars, the expense of Soya Tunnel are calculated as a test with 8,000,000,000-10,000,000,000 dollars 2 billion dollars, the complete reform expense of the railroad of Sakhalin the construction expense of a communication bridge of the Mamiya Strait and the branch line from there, and the total sum of the investment of this plan and plan associated with it is estimated with 12,000,000,000-15,000,000,000 dollars. The construction is expected to take seven years [6].
Effect by the construction
The Russian side expects activation of the economy of the Sakhalin and Far East area by trade activation by the supplies transportation with the freight train with Japan from remarks of Prime Minister Putin.
When this plan is realized, 4,000,000-6,000,000 a year containers are transported between Japan and Europe (15-20% of the total container number between Japan and Europe) and calculate it as a test when freight of 18,000,000-20,000,000 tons a year may be transported more between Japan and Russia [4], and the profit is estimated in the year to be provided by these transportation when it is to 3,000,000,000-4,000,000,000 dollars. On the other hand, Hokkaido Railway Co. (Hokkaido Railway) and Japan Freight Railway Co. (JR freight) which are the government and the person concerned do not express what opinion for this plan on the Japanese side either (it is said that the Russian side negotiates with Japan like the aforesaid, but the Japanese side pretends to be disregard); collect it, and it is unknown what kind of effect is anticipated including an aspect whether balances with cost-effectiveness.

Problems, problem
Conventionally, if the introduction of construction and the vehicle of the facilities that a tunnel should be built was done because the width (gauge of a track) of the track was performed laying (it dates back to the rule era in Japan when I arrive in Sakhalin) of at same 1,067mm (narrow gauge) as for the old line from Hokkaido and to the south and most of the railroads of Sakhalin, it was said that the direct driving of the railroad was enabled technically.
