Administrative section (New York City)
The ward (borough English pronunciation: [ˈbəːrou]) of New York City is an administrative section of the city. Various notation such as "rag" (ボロウ) from a file of the original is seen in Japanese other than "a ward", too.
Because there are five wards (Manhattan ward, Brooklyn ward, Queens ward, Bronx ward, Staten Island ward) in the city, I may call it the five boroughs (five ボロース, five wards) referring to the city. This is used for the center of the city in context to handle each ward of New York City with equality integrally for a thought to be Manhattan mainly. In contrast, speaking of outer boroughs (outer ボロース, outside ward), I point to the administrative section except Manhattan. But the geographical center of New York City is a border area of Brooklyn and Queens not Manhattan.
Each ward is a jurisdiction equivalent to the county (county English pronunciation: [ˈkaunti]) in New York, and a county of New York where a range accords with each ward is put each, but an organization and the authority are lower than each county except the city. When these wards were born in 1898, the county government (and the cities, towns and villages government in the county) is abolished, and this depends on a unified thing in the New York municipal administration prefecture.

Summary
It is different, but generally the basic local government (equal to Japanese cities, towns and villages) is put in a county, the low rank of the county in the low rank of the state, and, in the local administration division, each functions as an administration every state in the United States of America which is a federate nation. It is similar in New York, but a come-from-behind phenomenon that there is a county in the city is taking place in New York City. When New York City merges the neighboring local governments in 1898, all abolishes the contained county (county) and basics local government (city and town), and this installed five ward (borough) in the city instead, but depends on having done five wards of each with county equivalency without doing the whole city with county equivalency because it is done by a county unit in state administration, and there is (election of district attorney (en)). In other words, the county in the New York city is nominal and does not have the county except the city and the function as similar administration.
A ward office (called a county Government building in Bronx) is put in the Manhattan ward equivalent to the New York city limits before the merger to five wards that is the administrative section of the city any place other than a city hall, the ward, and the head of a ward is elected every each ward. The Mayor of Manhattan office is put in the Manhattan ミュニシパル building. The ward does not have the legislative power without only minimum authority being accepted to the head of a ward since New York City finance evaluation Committee (en) was abolished in 1990 (the administrative section of the ordinance-designated city of Japan is near). As for the legislative power of the city, the Mayor of New York has the administrative power in the New York municipal assembly.

History
When a boundary line of current New York City was settled in 1899, all wards were born at the same time. The Bronx ward was a part of the New York county done cession from the waist Chester county until Bronx county was born in 1914. The Queens ward was constructed only in the district of the east side of the Queens county, but three western towns of the Queens county merged in 1899, and, in this ward and county, a range became same in a discrete thing from the Queens county as Nassau county. It was a name called Richmond once, but, in the Staten Island ward, was changed the name for the current name that I was generally invited to in 1975.
The sixth ward
Influence of New York City is strong, and some cities and waterfront around New York City may be called the sixth ward (Sixth borough).
