The committee which belongs to British Cabinet Office with joint information Committee (ごうどうじょうほういいんかい, English :Joint Intelligence Committee). I am often called JIC for short.

Summary
JIC is Cabinet Office and each secret service, a committee consisting of the executive of associated ministries and government offices again, but is placed as British "national secret service" (National Intelligence Machinery). JIC attracts intelligence from each ministries and government offices and analyzes it and assists a politician by providing a for a short term long-term information evaluation report as the government. In addition, JIC orders each British secret service and has the role as the general manager to supervise [1].
I order the activity (intelligence, analysis, evaluation) of the secret service and supervise it, and JIC draws up a plan of the information activity and I decide priority and make an information demand. As for the activity plan, it is the structure which is finally approved in "the Committee on the Cabinet about the secret service" where the prime minister acts as the chairperson after the check of "the undersecretary committee about the secret service" consisting of the head of associated ministries and government offices after having been considered in JIC formally. In addition, JIC performs the examination of an administration plan and the budget of the secret service [2].
Because mechanism includes an easy, high effect, the country of world most including Japan takes in a JIC-type organization. However, it is that there is historic process that this mechanism came to function in the U.K. and is said to be it if it is difficult to functionalize it in the same way in other countries. For example, there is a meeting called the Joint Intelligence Council similar to JIC in the Japanese cabinet, but holds a problem that each ministries and government offices take on important information and do not gather in the cabinet.
Organization
JIC is managed to "Undersecretary of Cabinet Office of information, preservation, recovery charge Cabinet Office". The Undersecretary of this information, preservation, recovery charge Cabinet Office serves as the chairperson of JIC, and the system is such that the opinion of JIC arrives directly in the cabinet [1].
The member is comprised of ministry of foreign affairs, Commonwealth of Nations, the Department of Defense, the Department of the Interior, the Ministry of International Trade and Industry, the Ministry of Finance, ministry of international development, an executive of Cabinet Office, the head of each secret service, an evaluation staff (later description) secretary general and is summoned in some cases from other ministries and government offices.
There is the personal staff from 20 to approximately 40 called the evaluation staff in JIC. The evaluation staff collects information from each engine from an analysis official of the best dispatched by each organization and analyzes it and makes the draft of the information evaluation report. Therefore the evaluation staff is given authority to access information legally from each secret service [3]. After having passed through "the present situation information group" consisting of experts and the check of the JIC upper echelon, the draft is offered to the politician as an information evaluation report [1].
History
JIC was born as a subcommittee of "staff officer Committee" of empire defense Committee (committee drawing up British national strategy CID) in 1936 originally to adjust the information section of each military. As a matter of course, I sold only M.I., but JIC comes to be concerned with the center of the politics at first because World War II begins, and a country became the war regime. JIC comes to handle the diplomatic information in 1939, and a bureaucrat from ministry of foreign affairs, Commonwealth of Nations will be assigned to the chairperson.
In the times of Winston Churchill, JIC occupied a more important position. MI6 and the secret service such as MI5 came to increase in 1940, and "congruent information staff" (JIS) who was a forerunner of the evaluation staff was installed in 1941. The structure which JIC gathered information and reported to a politician was established in this way.
JIC was returned to CID once after the war, but JIC was returned to Cabinet Office in 1957 of Harold Macmillan Era, and a cabinet and form to be connected directly with were established JIC. After reform of several degrees, I am told that current form was established by about 1968 afterwards. I accept the chairperson from anyone other than Ministry of Foreign Affairs in the times of Margaret Thatcher, and various reform is carried out afterwards.
