A speed delivery by relay stamp (ひしんていそうきって) is the stamp which was published to use it for a public free military post of the early period of Meiji.
When I put it early in the Meiji era, anti-government activity was carried out on a large scale, and the means of communication at the time of the emergency for the telegraphic communication was demanded, and this system was introduced. It was classified roughly to four for the prefectures agency for the central government office for the navy for the army, and I was used many by the Southwestern Rebellion, but after that the use was abolished in sharp decrease, 1917 by domestic stability and the development of the telegraphic communication network.

How to use
It is said that the usages of this stamp were as follows.
The person who is going to hold out mail using this stamp fills in an account book called "飛信継送帳" with the predetermined matters such as the sender, a recipient, the route and I am on the way and hold it out with the speed delivery by relay stamp of the number that added the some number of sheets to the number of the relayed post office to the post office.
At the post office which undertook it, I compare the goods of the stamp with a sample ticket of the speed delivery by relay stamp issued beforehand and judge an original or an imitation and pull out one piece of stamp if it is right and list the number of sheets to send to the number of the stamp which I pulled out at time of arrival, the departure, the number of sheets of the stamp which I received and the next telephone exchange in a transport from station to station book and let you give the person in charge (mailman) whom a post office arranged each time 飛信 (mail) and a transport from station to station book, a remaining stamp and leave for the next telephone exchange.
I deliver stamp and transport from station to station book, 飛信 on the run to the next telephone exchange, and the mailman entrusted with 飛信 pulls up one piece of stamp in the speed that I only have realized to a leg power of the person likewise at the post office which I received and lets you entrust the different mailman whom the station arranged and send it.
When only the number of telephone exchanges repeats this and arrives at the nearest station of the destination, the chief of the bureau of the station goes to delivery ahead by oneself and I deliver 直接飛信 to the person in charge of the destination and receive a receipt.
On the other hand, I fill in time and the rate of the mailman that I relayed to a stamp pulled out in each station on the back side and send a share to 駅逓局 of Tokyo in a mass for a few days and receive payment of the mailman rate that each station paid.
