Person

I am born in (1868), Kanazawa-shi, Ishikawa in 1868.

I graduate from Tokyo Imperial University law. I become Professor ex-Emperor learning after studying abroad to Germany. I acquire (1905), a law doctorate in 1905. Then, I teach the Keio University law department (constitution, administrative law charge). It is an empire academician (1926) on February 27 for 1,926 years.

I became the Imperial Household Ministry and a Crown Prince's Palace Imperial family school commissioner and gave a lecture in the Imperial presence in study of the constitution to the Emperor Taisho, the Emperor Showa. Through administrative C.J., Privy Council counseling officer, a vice-president, I am appointed the last Lord President of the Council after defeat (1946) on June 13 in 1946.

Privy Council was abolished and, on September 25, the same year after the Constitution of Japan was enforced (1947) on May 3 in 1947, was anxious about the crisis of the national polity of Japan and accomplished plunging to death suicide from Nishiki, Atami ヶ 浦海岸.

I write down と and sacrifice myself for Great Japanese Imperial Constitution, and it is written down for the historical fact that Kutsugen of 国 for the age of civil strife in China commits suicide by drowning in the deep water of Ilo River (べきら), and committing suicide and the suicide committed suicide that I imitated it. And I made an effort for the deliberation of the new constitution as the last Lord President of the Council separately from own thought to accomplish the last responsibility as the public person.

When the deliberation of the National Mobilization Act was carried out in the 73rd Imperial Diet, I showed the thought "that this bill could not call the unconstitutionality". Kinmochi Saionji who heard this from Kumao Harada comments, "Shimizu does not understand a constitution" [1].

There is "the Dr. Kiyoshi Shimizu honoring monument" in Mamoru Ishikawa country Shrine of Kanazawa-shi.
