Definition
It was road law Article 5 and was said with "a road I ran lengthwise through a country and crossed it or circulated and constituted the important part of the nationwide main line grid and to inform of a particularly important city in metropolis and districts agency location or other politics, economy, culture", and the route was appointed by a government ordinance. Prefectural governors perform a new establishment, reconstruction, maintenance, the repair or other management unless there are special circumstances.
At first the consideration about "an important city" was accomplished, and as a result of having examined it, in the designation of the real national highway route, 81 cities were chosen on a premise to be equivalent to the metropolis and districts agencies of the whole country and Hokkaido Subprefectural Office location all important city as the important city concerned by an importance and function side of each city in the area. In addition, about all national highway route head, I adopted a country coefficient theory and set 18,700km as primary target value, but I repeated the adjustment that I included importance and substitute characteristics every route and supplement characteristics, other nationwide dispersion in, and 9,205km was finally established as candidate route, and this became the original form of the first-class national highway. But it is not avoided that the political consideration is included in adjustment work and cannot deny what increased the background circumstances of the route individual in the designation of the national highway route to some extent.
With old road law being revised as for the first-class national highway in (1952) in 1952, and current road law having been promulgated, 40 routes were established in December of the year, and 採番 did the route number of one column or two columns to 1-40 [1]. It was appointed an addition route by the third designation of May by the second designation of September (1962) (1958) 16 routes 3 routes 1962 1958, and 57 routes finally existed. Of these, 2 routes of 16 and 25 by the third designation are additional route designation with the extension of the route. In addition, 3 routes of 214, 215, 216 that existed as a the-second-class national highway in Kyushu are integrated at this time and are born as a highway of first class National highway No. 57 [2]. The conventional first-class national highway, the division of the the-second-class national highway would be abolished (1965) in 1965 by revision of the road law of April 1 and were unified afterwards as a general national highway like the present [1].
The later progress
I it about national highway designation after the road law revision
As a general rule, except an exception of following National highway No. 58, a national highway having three columns of numbers is appointed. Because a the-second-class national highway was appointed to 271, after the road law revision of 1965, the national highway of three columns of principles is founded.
Exception of two columns of national highways
It was to 57, but a two digits national highway will be appointed in an exception newly in Okinawa only at this time, and, in the two digits national highway which there was on the occasion of return to Japan of Okinawa of May 15 till then (1972) in 1972, 58 is appointed by 1.
