Origin, person

I am born in the farmhouse of Sasaga-mura, Higashichikuma-gun, Nagano (existing Matsumoto-shi). In February, 1944, I apply by oneself and enter the navy communication school. It was the school of the two years system, but a forcing curriculum was made by aggravation of the war situation and originally graduated in December of the year. After navy communication school graduation, I act as assistant teacher in Kanoya base of Kagoshima. In 1945, I return home by World War II defeat. I do admission studies in the Higashichikuma, Nagano agricultural school (existing Shiojiri, Nagano intending to tread the path of learning building Senior High School) and enter the part law department specialized in Chuo University afterwards. Part of university entered (full-time department), but I worked in the daytime in Dai Nippon Printing and attended two copies (night school) of classes to manage to come up with cost of living. I join the Social Democratic Party Japan during attendance at school and help with election of Kotora Tanahashi. With member of the House of Councilors election of Tanahashi, the rock appendix became a secretary of Tanahashi, but I stopped the secretary's post soon and went home to Sasaga-mura of the hometown.

In 1954, Sasaga-mura of the hometown became a part of Matsumoto-shi by merger of cities, towns and villages and, in 1955, the following day, I ran for Matsumoto-shi congressist election at 25 years old, but lost second. I aim at the lawyer, but I suffer from infiltration of the lungs and give up the bar examination afterwards. In 1956, it was adopted by Japan Labor Union Council headquarters clerk and acted as the security treaty objection nation meeting secretariat vice-chief by the security treaty struggle of 1960 and led the opposition movement. However, it was critical for the radical action of the Zengakuren (the whole school). On October 11, the same year, I receive the request of the runs from Chairperson at Inejiro Asanuma Social Democratic Party Japan to a member of the House of Representatives general election, but Asanuma is assassinated the next day (Inejiro Asanuma assassination case). I am concerned with a citizens movement afterwards after all without deciding a run then.

In 1972, I run for the 33rd member of the House of Representatives general election by Social Democratic Party Japan official recognition by succession of Hideo Nakajima from two wards of former Kanagawa and win for the first time. Of the surname "a rock hangs down", and the notation is from this time. I participated in an environmental problem including a citizens movement and an antipollution measure after member of the Diet election sequentially. In addition, I was concerned with organization of the federation of bipartisan conservation of nature member of the Diet, and oneself took office as the chief secretary (as for the chairperson Buichi Oishi of the Liberal Democratic Party). In 1986, I am appointed as party center committee, Director general affairs with the Chairperson at Socialist Party assumption of office of Takako Doi.

In 1993, I voted for Chairperson at Sadao Yamahana Socialist Party not Morihiro Hosokawa of the Japanese new party in the Prime Minister nomination election of the extraordinary session after the Socialist Party crushing defeat. In addition, I vote against the political reform four bill that the Hosokawa Cabinet aimed at the establishment against mandatory party-line voting and am subject to 3-month party activity prohibition in violation of party rules. After Hosokawa Cabinet retreat, the Socialist Party turned for outside the Cabinet cooperation in the Haneda Cabinet, and the rock appendix propelled the establishment of the company さ coalition government.

In 1996, I am appointed in the first Hashimoto Cabinet of the company さ coalition by Secretary of Environmental Agency and join the cabinet for the first time. I realize the periodical discussion of the Ministry of Construction, the Environmental Agency by the issue of Nagara River dam at the mouth construction during term in office. I did not run for the 41st member of the House of Representatives general election of the same year and retired myself from the politics.

On March 7, 2001, I die because of heart failure in a hospital in Kamakura-shi, Kanagawa. The age at death71。

Episode

  • In Dai Nippon Printing and Chuo University, I joined a labor dispute and the student movement of the wage increase and received the advice of Tatsuro Aoyagi of the teacher in the Socialists who saw it, and it was a chance to help joining a political party to the Socialist Party, election of the Councilor Kotora Tanahashi. I became a secretary after election of Tanahashi, but the rock appendix stopped a job soon while a son of Tanahashi became a secretary.
  • I make an effort for Ichio Asukata, the Masatsugu Ishibashi both chairpersons assumption of office in the Socialist Party and, after the Socialist Party crushing defeat in the 38th member of the House of Representatives general election of 1986, support Takako Doi for stone bridge succession and let you take office as a chairperson. However, after that the stone bridge became estranged from a rock appendix because Chairperson Ishibashi expected continuing pitching.
  • In addition, I was known for Hideko Ito, a theorist of the most left along with Tatsukuni Komori and others in the Socialist Party. In the 40th member of the House of Representatives general election of 1993, left outside しの sorting recommendation was performed by intention of Akira Yamagishi, chairperson of Japanese Trade Union Confederation, and, as for the rock appendix and Takako Doi, the Tetsu Ueda and others, recommendation was not got by the alliance.
  • Because I proceeded to the field work in Rwanda and decided the PKO (United Nations peacekeeping operations) dispatch of the Self-Defense Forces under the Murayama Cabinet of the company さ coalition, treachery was criticized.
  • The honor recovery of nine rock appendix and others that the new opinion, "it could not be said that it was right" as for having agreed to a political reform bill to introduce a single-seat constituencies proportional representation standing side by side system into the House of Representatives by a party convention of the Social Democratic Party performed in February, 2006 when five years passed after the death of the rock appendix if I stood on the next party power sharp decrease was disposed of against a bill at the time of a summary was planned.
