Merchant flag
The merchant flag (I do not read it aloud come) is the flag which is raised to show nationality, a use in the private ship including the merchant ship. I call it the marine flag for the private enterprise. I say Civil ensign in English. There are many countries which fix the same thing for a normal national flag, but there is the country doing the different thing of the design and the thing of the design different at all in merchant flag. In addition, merchant flag may be different from a naval ensign like Commonwealth of Nations countries and Japan.

in Japan
The merchant flag of Japan was set of the national flag of Japan (1870) in 1870 by an emperor's reign official proclamation 57th merchant ship rule of the establishment. Because this merchant flag was treated with a national flag after this conventionally in Japan, as a matter of course, the merchant flag is the same as a Japanese national flag (I legislate as a law about a national flag and the national anthem in のちの 1999). In addition, it is specified on the Japanese ships such as merchant ships in the Marine Act (March 8, 1899 law 46th [1]) that I raise a Japanese national flag.
In Japan under the occupation after World War II, merchant flag from a flag of "E" of the international signal flag was used in the period when raising of the national flag of Japan was prohibited by the allied powers. Similarly, merchant flag (Ryukyu ship flag) from a flag of "D" of the international signal flag was used in Okinawa under the occupation in the United States.
On the other hand, the current Japanese Self-Defense Force ship flag (naval ensign) is the sun flag and is a design unlike merchant flag.
