County seat is a city of the population maximum in the county that is Spenser city (a population of 2,322 people ^[2]).

History

The loan county was established on March 11, 1856 by the law of the Virginia state legislature. The county name was named for lawyer Spenser loan of Virginia. The loan was born in Virginia Essex county on April 4, 1762. Spenser of the county seat was naming in connection with a loan, too.
