As the first PFI which Ministry of Education, Culture, Sports, Science and Technology deals with by a joint design by Yamashita Sekkei, Richard Rogers design community and Ministry of Education, Culture, Sports, Science and Technology, I am completed in 2005.

It was installed in the National Tax College ruins (in the documents top Hayama-machi, Miura-gun, Kanagawa) of Shinjuku-ku, Tokyo, but moved to the present location with Inst. of Industrial Sci., Univ. of Tokyo, the maintenance of Institute for Solid State Physics ruins once in (2005) in 2005. There was the national New Museum in the adjoining land of this university, but the garrison town of the foot soldier third regiment of Imperial Army was put in this whole area before the war.
