A country and a law (くにとみんかんきぎょうとのあいだのじんじこうりゅうにかんするほうりつ) about the personnel affairs interchange between the private enterprise are Japanese laws established for the purpose of activating an administrative organization by contributing to the efficiency of government affairs because a public employee learns an effective private management method and a private citizen appointment (2000) in March in 1999. The popular name is called the public-private interchange method, public-private personnel affairs interchange method [1].

Social position of the person of dispatch
