Electric appliance certification meeting (SCEA) (でんきせいひんにんしょうきょうぎかい, English notation: Steering Council of Safety Certification for Electrical and Electronic Appliances and Parts of Japan) is a meeting about the third party certification of the electric appliance.

The electric appliance certification meeting was comprised of the group of people of learning and experience, production, import, circulation such as electric appliances and consumers and a certification engine and, about electric appliances used by low pressure, proposed it for a certification engine about the fair administration of the third party certification system and the spread, and it was established in a purpose that I contributed to the safety improvement such as electric appliances of our country.

History
The safe securing of electric appliance system began for the electrical equipment control method promulgated in 1961 and planned safe security by the forced authorization by the government. However, with the change of the times, globalization of the control administration was planned by the enforcement of the deregulation policy that accepted the requests from the foreign countries, and revision such as the international standard (IEC standard) adoption was performed about the electrical equipment control method.
Based on the situation such as shifts to principal of self-responsibility to assume introduction of the product liability law (product liability law) an opportunity, the change to the system which utilized the third party certification system with the private enterprise engine which I had already generalized in Europe and America developed country effectively was demanded from the safe security system based on the government certification, and revision from the electrical equipment control method to electrical equipment security law was performed with them afterwards in April, 2001. After having examined the way by an examination request from the Ministry of International Trade and Industry (existing: Ministry of Economy, Trade and Industry) in the start of the third party certification system in Investigation Committee for electrical equipment, the electric appliance certification meeting (abbreviated to SCEA) for the purpose of "proposing it to a certification engine about fair administration and the spread of third party certification systems, and contributing to the safety improvement such as electric appliances of our country" started after the deliberation of the electrical equipment security study meeting in December, 1994, and third party certification (the S mark certification) duties were started by the certification engine which participated in SCEA from the next year. A certification organization participating in SCEA is four organizations of general electricity security environmental laboratory (abbreviated to JET) Foundation, general Japan guarantee of quality mechanism (abbreviated to JQA) Foundation, UL Japan Co., Ltd. and テュフラインランドジャパン Co., Ltd. now.
It is a group discussing a third party certification system to be constructed by 46 groups and people of learning and experience such as a production company, a circulation company, consumers, the certification organization, and SCEA recommends S mark as a mark indicating the safety of the electric appliance and performs activity for the spread of S mark certification systems. A fair neutral third party inspects a product and the manufacturing facility where the certification is hoped for by a specialized viewpoint, and the S mark certification system proves the compatibility to safety standards objectively, and carries a role to supplement the self confirmation of the company based on the principal of self-responsibility.
