The 17th nationwide local elections

The 17th nationwide local elections (the 17th or when district election to mind) are nationwide local elections held in (2011) in 2011 of Japan to re-elect the chief of the local government and a congressist simultaneously nationwide. City and district heads of towns and villages

The mayor and the head of a ward election were notified on 17th. As for the mayoral election, the head of a ward election was performed with 13 wards including Setagaya-ku and Shibuya-ku in Tsu-shi (Mie), Takamatsu-shi (Kagawa), Nagasaki-shi (Nagasaki), 88 cities including four prefectural office location cities of Oita-shi (Oita). 203 people ran in the mayoral election. Of these, not voting was 15 cities of 9 prefectures including reelected Takamatsu-shi, and incumbent Hideto Onishi became the election without a vote (last time 19). 46 people reported the candidacy to head of a ward election.

Election for members of prefectural assemblies

As a result of election, the Osaka Japan Restoration Party of the local political party lets a seat double and gets the majority of the Osaka assembly. I exceeded the number of the national seats of the Social Democratic Party. Similarly the meeting of Genzei Nippon, one Aichi of the local political party, Japan lengthened a seat, too, and Your Party became the progress more than the Social Democratic Party, too. The existing political party was dull, and a hard fight of the Democratic Party which was the government ruling party was outstanding in particular. The New Komeito increased 4 seats, but sent an also-ran for the first time in five years six months as a local election [28].

In the Chiba parliamentary election Urayasu-shi electoral district (fixed number 2), I consist of the issue of election office work suspension of execution in Urayasu-shi of the later Chiba congressist election saying "there is no elected candidate", and re-election will be carried out.

Characteristic

千葉県議会議員選挙の浦安市での選挙事務執行停止問題

千葉県浦安市液状化現象による被害が著しく、災害救助法の適用を受けた。しかし、千葉県議会議員選挙については、松崎秀樹市長と市の選挙管理委員会が求めていた浦安市選挙区のみの選挙期日の延期が認められず、2011年4月1日に告示された。これに対して市長と市選管は、市民生活および投票所周辺への被害が著しく、市役所職員が対応に追われているため正常な選挙を行うことができないとして、選挙事務の執行を拒否し続けた。そして、告示の翌4月2日からの開始が公職選挙法で義務付けられている期日前投票は投票所が設けられず、投票整理券も発送されず、ポスター掲示板も設置されなかった。

千葉県選挙管理委員会は予定通り実施する姿勢を変えず、市選管に対して4月1日には地方自治法に基づく勧告を、2日には同法に基づく是正指示を行った。この問題について、森田健作千葉県知事は3月31日には県選管と市選管に対話を求めるコメントを発表し、4月5日には県選管と同じく地方自治法に基づく勧告を行った[44]

結局、浦安市選挙区では4月10日の投開票事務も行われず、定数2に対して3名が立候補を届け出ていたが、「当選者なし」、5月以降に再選挙を実施するという異例の事態となった[45]

現職2人は4月29日で任期満了となり失職し、再選挙が実施されるまで、県議が欠けた状態となった[46]片山善博総務大臣はこの問題について参議院総務委員会で、再発防止策として法的な解決策も検討すると述べた[47]

再選挙は5月13日に告示され、4月まで現職だった自民党と民主党の候補者2人が再度立候補した他、1回目の選挙に立候補した無所属の新人が出馬を見送った一方、みんなの党から新たに1人が立候補した[48] [49]。5月22日に投開票が実施され、4月までの現職2人が再選された。

なお、同市では市議会議員選挙も予定されていた。こちらについては、市長と市選管が4月4日の会見で、告示までにライフラインが復旧する目処が立ったため必要な人員を確保して予定通り実施できるとの見通しを示しており、4月17日に告示が行われた[50]。ただし県議選とは異なり、被災や復興支援活動の優先を理由として立候補の辞退が相次いだ[33]
