International tourism and culture city

International tourism and culture city (Kokusai kanko umbrella) and was designated as an area promoting international tourism · hot springs etc culture and goodwill by individual special law based on, or (Law No. 71 of 1962) It is a city.

Both are enacted by special law which passed under Article 95 of the Constitution.
